Developing the Code in 1962 by the U.S. Congress
so-called official
norms of conduct for elected officials
(members of both houses of parliament) and public
officials of the executive
authorities.
In 1965, by order of President L.
Johnson’s standards were set
behavior, ethical standards of officials
persons. In 1978, these rules took the form
Of the Law “On the Ethics of Civil Servants
organs ”.
Since the end of the 80s of the XX century. ethical principles
civil service have become the object of more
stricter legal regulation. IN
1989 US Congress passed the
On the Reform of the Ethics Law, which
made significant changes to the norms,
regulating the ethics of conduct of officials
persons, and extended them to all branches
federal government – legislative,
executive and judicial.
In October 1990, the Law was upheld
Executive Order of the President
USA N 12731 “Principles of Ethics of Conduct
officials and civil servants
apparatus ”, which were not distributed
only for high-ranking officials, but also for
ordinary civil servants.
According to the Order, civil servants:

  • must not participate in financial
    operations in which
    it is supposed to use a closed
    government information or
    using this kind of information in
    personal purposes;
